Cecil was born on October 2, 1944 in Shafter, California to Minnie E. (Massengale) Barnes and Preston William Barnes and passed away on March 29, 2023 in Fort Smith, Arkansas. He was preceded in death by his parents, wife, Mary Louise Barnes; siblings, Betty Olivares, Elery Barnes, Louie Barnes and Hope Barnes.
Survivors include his children, Leah Murphrey, Michelle Quinn, Kristie Womack, Michael Frederick; grandchildren, Mark Barnes, Bradley Hammett, Dustin Bell, Xander Quinn, Caden Quinn, Chloe Quinn, Gabriel Frederick, Kailii Frederick; great grandson, Owen Barnes, numerous nieces, nephews, other relatives and loved ones.
